Important: Rates are for reference only, based on the official PRC 2026 import tariff schedule. Actual duty is determined by China Customs at declaration, using the PBOC benchmark exchange rate published on the third Wednesday of the preceding month (deferred to the fourth Wednesday if that day is a statutory holiday). How China Import Duty & Taxes Are Calculated

When goods clear China customs, three charges usually apply on top of the CIF value (cost, insurance and freight): import duty, import VAT and, for certain categories, consumption tax. Import duty is an ad valorem charge applied to the CIF value at the tariff rate for the product’s HS code. Import VAT is then levied on the sum of the CIF value plus import duty (and consumption tax where applicable). Consumption tax, which applies mainly to alcohol, tobacco, cosmetics, refined oil and certain luxury goods, is charged in addition and can be ad valorem (a percentage), specific (a fixed amount per unit) or a combination of both.

China import VAT rate: 13% or 9%

Most goods imported into China attract a 13% value-added tax. A reduced 9% VAT rate applies to a defined list that includes agricultural products, edible vegetable oil, books, newspapers and magazines, feed, fertiliser, pesticides and agricultural machinery. MFN rate vs. preferential (FTA) rate

The most-favoured-nation (MFN) rate is the default import duty China applies to WTO members. A lower preferential rate applies when the goods originate in a country that has a free trade agreement with China — including ASEAN, Australia, New Zealand, South Korea, Japan (RCEP), Chile, Peru, Switzerland, Iceland, Georgia, Costa Rica, Pakistan, Ecuador, Nicaragua, Serbia and the Maldives, among others. Least-developed countries benefit from special preferential rates (often 0%).

What is an HS code?

An HS code (Harmonized System code) is the 8-digit international classification number that identifies a product for customs purposes. The first 6 digits are harmonized worldwide; China uses an 8-digit code. Finding the correct HS code is essential because it determines the duty rate, VAT rate and whether consumption tax applies.
