Three‑Tier Classification (A/B/C Categories)

Foreign workers are categorized based on their qualifications, experience, and salary level, which directly determines the permit validity period, application requirements, and associated benefits.

Full Application Workflow

Offshore Application

(Before Entry)

Online Submission: Employer registers on the Foreigners Working in China Management Service System and submits all required documents electronically.
Preliminary Review (within 5 working days): The receiving authority reviews the submission.
Approval & Notification: Once approved, the system generates the Foreign Work Permit Notification Letter online. No physical work permit is issued at this stage.

The Apostilled Company Files of the Parent Company

(Z Visa Or R Visa)

The foreign national submits the Work Permit Notification Letter together with their passport to the relevant Chinese embassy or consulate abroad to apply for a Z Visa (for standard employment). High‑end talent (Category A) may be eligible for an R Visa (multiple‑entry talent visa with validity of up to 5 years).
Timing: Visa processing typically takes 4–5 working days, though expedited services may be available.

Onshore Completion

(Post‑Entry)

Entry: The foreign national must enter China within the validity period of the Z or R visa.
Permit‑Finalization & Card Issuance: Within 15 days of entry, the employer must complete the online post‑entry procedures. The foreign national can then obtain the Permit‑Loaded Social Security Card, which integrates work permit information and serves as the official proof of lawful employment. The card can be accessed physically or via the electronic Social Security Card app.
Residence Permit Application: Within 30 days of entry, the foreign national must apply for a Work‑Type Residence Permit at the local Public Security Bureau (PSB)
