What Is SAFE in China? Foreign Exchange Registration Explained

SAFE (the State Administration of Foreign Exchange) is China’s foreign exchange regulator. For foreign-invested companies, SAFE matters at three moments: receiving capital injections from abroad, converting currency, and repatriating profits — every cross-border movement of money passes through SAFE-registered procedures.

What SAFE Registration Means for Your WFOE

After incorporation, a foreign-invested company must complete SAFE registration before it can receive its registered capital from the foreign parent. Without it, capital contributions cannot be converted into RMB and the company cannot pay suppliers or staff. The registration is handled through the company’s bank together with the tax bureau, and it must be completed before the first capital injection.
