Article 1 — These Regulations are formulated to strengthen the administration of survey and design activities for construction projects and ensure the quality of such work.
Article 2 — These Regulations apply to survey and design activities for construction projects within China. Survey and design units shall hold qualification certificates of the appropriate grade.
Article 3 — The housing and urban-rural development department under the State Council shall oversee the survey and design industry nationwide.
Article 4 — Survey and design work shall comply with mandatory technical standards for project construction. Survey and design documents shall be complete and meet prescribed depth requirements.
Article 5 — The construction entity shall commission qualified units for survey and design. Survey and design units shall not subcontract work to unqualified units.
Article 6 — Survey and design documents shall be reviewed. Documents without review or failing review shall not be used.
Article 7 — Registered architects, structural engineers and other professionals shall sign and seal their design documents.
Article 8 — Foreign-invested survey and design enterprises shall comply with these Regulations and relevant foreign investment provisions.
Article 9 — Violations shall be penalized with fines, suspension or qualification revocation per law.
Article 10 — These Regulations shall become effective on September 25, 2000.
