Chapter I — General Provisions

Article 1 — This Law is enacted for the purposes of comprehensively implementing the rural revitalization strategy, promoting the comprehensive upgrading of agriculture, the comprehensive progress of rural areas, and the comprehensive development of farmers, and accelerating the modernization of agriculture and rural areas.

Article 2 — The comprehensive implementation of the rural revitalization strategy shall adhere to the leadership of the Communist Party of China, implement the overall requirements of thriving industries, livable ecology, civilized rural culture, effective governance, and prosperous life, and promote the integrated development of urban and rural areas.

Article 3 — Rural revitalization shall adhere to the dominant position of farmers, respect the will of farmers, safeguard their rights and interests, and fully leverage their initiative, enthusiasm, and creativity.

Article 4 — The State shall, in accordance with the principles of prioritizing ecological protection and sustainable development, promote green agricultural development, strengthen rural ecological environmental protection, and improve the rural living environment.

Article 5 — The State shall establish and improve a central planning, provincial overall responsibility, and city and county implementation mechanism for rural revitalization work. People’s governments at all levels shall incorporate rural revitalization into their national economic and social development plans.

Chapter II — Industrial Development

Article 6 — The State shall develop and strengthen rural industries, promote the integrated development of primary, secondary and tertiary industries in rural areas, and build a modern rural industrial system.

Article 7 — The State shall strictly protect cultivated land, stabilize grain sowing areas, strengthen the construction of high-standard farmland, and ensure food security and the effective supply of important agricultural products.

Article 8 — The State shall support the development of rural specialty industries such as agricultural product processing, leisure agriculture and rural tourism, rural e-commerce, and health and retirement services.

Article 9 — The State shall encourage innovation and entrepreneurship in rural areas, guide the flow of capital, technology, talent, and other resources to rural areas, and cultivate various types of new agricultural business entities.

Chapter III — Talent Support

Article 10 — The State shall improve the rural talent work system, expand the channels for rural talent, and cultivate local talents, professionals from cities, and returning rural talents.

Article 11 — The State shall strengthen vocational education and skills training for farmers and cultivate a new type of professional farmer workforce.

Article 12 — The State shall encourage and support college graduates, retired soldiers, science and technology personnel, and other talents to return to their hometowns or go to the countryside to start businesses and find employment.

Chapter IV — Cultural Prosperity

Article 13 — The State shall strengthen the building of spiritual civilization in rural areas, carry forward and develop fine traditional Chinese culture, and enrich the spiritual and cultural life of farmers.

Article 14 — The State shall protect traditional villages, traditional dwellings, agricultural cultural heritage, and intangible cultural heritage in rural areas.

Article 15 — Local people’s governments at all levels shall improve rural public cultural service facilities and encourage the development of rural cultural activities.

Chapter V — Ecological Protection

Article 16 — The State shall strengthen rural ecological protection, implement the system of ecological protection redlines, and protect and restore important rural ecosystems.

Article 17 — The State shall encourage the development of ecological recycling agriculture, promote the reduction and resource utilization of agricultural inputs, and strengthen the prevention and control of agricultural non-point source pollution.

Article 18 — Local people’s governments at all levels shall improve rural living environments, promote the domestic waste classification and treatment system, and advance the rural toilet revolution and sewage treatment.

Chapter VI — Organizational Development

Article 19 — The State shall establish and improve a modern rural social governance system that combines autonomy, the rule of law, and the rule of virtue under the leadership of Party organizations.

Article 20 — The State shall guide the healthy development of rural collective economic organizations and safeguard the rights and interests of members of collective economic organizations.

Article 21 — The State shall promote the building of safe villages and improve the comprehensive management of public security and the conflict and dispute resolution mechanisms in rural areas.

Chapter VII — Urban-Rural Integration

Article 22 — The State shall improve the system and mechanisms for urban-rural integrated development, promote the equalization of basic public services in urban and rural areas, and guide the orderly flow of urban and rural factors of production.

Article 23 — The State shall coordinate the spatial layout of urban and rural areas, optimize the allocation of urban and rural infrastructure and public service facilities, and promote the interconnection of urban and rural infrastructure.

Article 24 — People’s governments at all levels shall improve the social security system in rural areas, gradually raise the level of security, and protect the basic livelihood of farmers.

Chapter VIII — Support Measures

Article 25 — The State shall establish and improve a mechanism to ensure the steady growth of financial input for agriculture, and give priority to ensuring the financial input for rural revitalization.

Article 26 — The State shall improve the financial services system in rural areas, develop inclusive finance in rural areas, and guide financial institutions to increase credit support for rural revitalization.

Article 27 — The State shall improve the system of land use security for rural industries and ensure the reasonable demand for land for rural industries, public service facilities, and farmers’ residential housing.

Article 28 — The State shall implement tax and fee reduction policies to support rural revitalization and reduce the burdens on entities engaging in agricultural production and operation.

Chapter IX — Supervision and Inspection

Article 29 — The State shall implement an evaluation and assessment system for the implementation of the rural revitalization strategy, and the evaluation results shall be an important basis for the comprehensive performance assessment of leading cadres.

Article 30 — People’s congresses at or above the county level and their standing committees shall strengthen supervision over the implementation of the rural revitalization strategy through hearings and deliberation of work reports and other means.

Article 31 — The State shall establish a monitoring and evaluation mechanism for the implementation of the rural revitalization strategy to track and analyze the progress and effectiveness of rural revitalization.

Chapter X — Supplementary Provisions

Article 32 — The State Council and the relevant departments of the State Council shall, in accordance with the requirements of this Law, formulate supporting provisions and implementing measures.

Article 33 — This Law shall be effective as of June 1, 2021.
